Job Description

The Budget Manager’s job is to develop, administer, and supervise the budget process and operating procedures of the City’s Operating, Capital Improvement Projects (CIP), and Debt Funds, as well as other financial components associated to the City, in support of the Chief Financial Officer. Creating, evaluating, and reconciling departmental and fund budgets, income and expenditure data on a monthly and yearly basis; year-end reconciliation of fund balances to the Annual Financial Report; and preparing and publishing the Annual Budget Document are just a few of the responsibilities. The budget staff is supervised and directed by this job.

Qualifications:

  • Incumbent must integrate with a department operation team for a short- or long-term assignment, creating rapport; and adopt analytical criteria to consistently and efficiently monitor performance. It is essential to be able to establish and stick to deadlines.
  • Manages, coaches and trains staff, and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, technical issues, quality standards, and services; monitors workload, special projects and assignments, and assures that quality and timeliness standards are met.
  • Income and spending patterns are analyzed using a projected budget and budgeted amounts, as well as identifying potential revenue and expenditure management issues and recommending modifications to the plan.
  • Its tasks include overseeing the yearly City budget preparation and review process, as well as drafting and maintaining budget standards, rules, and schedules. The city’s final budget is also available here.
  • Prepares a composite budget; collects budget data from departments and creates a suggested budget plan; advises departments on suitable budget levels.
  • Budget difficulties are investigated, and financial data and patterns are evaluated and analyzed; future resource availability is projected, and remedial measures are recommended.
  • Completing tasks not specifically included in the job description, but which fall within a broad occupational category and correspond to a responsibility level often associated with the employee’s line of work.
  • This division works closely with the Office of Management and Budget (OMB) Office of Finance on a variety of operational and financial challenges to ensure that all grant applications for the Agency are appropriately handled.
  • Serve as a point of contact between the department and the VP&S Office of Budget on all matters pertaining to departmental budgetary activities. Budget narrative assistance for the Departmental Administrator.
  • Coordinate with stakeholders to deliver timely and accurate replies to requests for information regarding assigned program areas from both internal and external sources.

Skills:

  • Working arrangements that are flexible, whether at home, on the road, or in a regular office.
  • Plus four (4) years of professional management experience involving responsibility for developing, monitoring and administering a diversified operating budget experience, and grant preparation/administration
  • Ability to deal with large datasets, as well as the ability to use integrated software solutions and business intelligence tools that work together.
  • Self-starter and team player with excellent organizational and interpersonal skills, strong communication and writing talents, and an ability to multitask. Needed are skills in computer graphics, desktop, and Internet applications.
  • Budgeting at the project level, resource allocation, and yearly financial reporting are all aspects of public sector finance and budget management that must be grasped.
