Job Description

The job of Budget Manager is in charge of all programmatic components of internal and external reporting for the program. This job serves as the principal financial liaison with program employees and will lead efforts to organize financial information alignment among executive, program, and development personnel.

Qualifications:

  • According on this person’s analysis of data from numerous departments, they then recommend how much money each department should get.
  • For a short- or long-term assignment, the incumbent must build rapport with the department’s operation team and use analytical criteria to track performance consistently and effectively. Setting and adhering to deadlines is critical.
  • Respond accurately to queries about assigned program areas from both internal and external sources, collaborating with stakeholders as needed to ensure timely responses.
  • Develops short and long-range revenue and expenditure forecasts, as well as multiyear forecast models; evaluates revenue and expenditure trends, compares to budget and projections, identifies issues in revenue and expenditure control, and recommends planning revisions, bonding opportunities, and budget adjustments.
  • Monitors workload, special projects, and assignments to ensure that quality and timeliness requirements are followed, and meets regularly with employees to discuss and address priorities, workload, resource allocation, technical challenges, and performance evaluation.
  • Act as a liaison between the department and the VP&S Office of Budget on all budgetary concerns pertaining to the department. Assist the Departmental Administrator in the development of the Budget Narrative.
  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee’s class of work.
  • It is in responsible of managing the City’s annual budget planning and review process, as well as the development and implementation of budget standards, regulations, and calendars. It also releases the City’s final approved budget.
  • Work with the Office of Management and Budget (OMB) and the Office of Finance (OF) on a wide range of operational and budgetary concerns, as well as grant processing, for the assigned divisions.
  • Conducts research on budget concerns and examines and analyzes financial data and trends; forecasts future resource availability and makes appropriate recommendations.

Skills:

  • Working with massive datasets and utilizing integrated software solutions and business intelligence tools requires a strong aptitude and expertise.
  • Excellent organizational and interpersonal skills, strong communication and writing skills, multitasking ability, self-motivation, and team player. Knowledge of computer/graphics/desktop and Internet software is required.
  • Expertise in large-scale public sector finance and budget management encompassing project budgeting, resource allocation, and annual financial reporting theories, ideas, and best practices.
  • To be considered for this post, you must also have four (4) years of professional management experience in budget and grant preparation/administration.
  • Accounting, Finance, Economics, Quantitative Analysis, or a similar discipline; Master’s degree from an approved institution or university
