Job Description

It is the job of the City Budget Manager to monitor the city’s operating, capital improvement projects (CIP), and debt funds, as well as any other financial components associated to the city, and to develop, administer, and oversee the budget process in support of the Chief Financial Officer. Preparation, analysis, and reconciliation of departmental and fund budgets, revenue, and expenditure data on a monthly and annual basis; reconciliation of fund balances at year-end to the Annual Financial Report; and preparation and publication of the annual budget document are among the duties assigned to the position. The budget staff is overseen and guided by this role.

Qualifications:

  • The incumbent must create relationships with a department’s operational staff and adopt analytical criteria to consistently and efficiently monitor performance. The ability to establish and stick to deadlines is a prerequisite.
  • Prepares a suggested budget plan by collecting data from several departments and suggesting budget levels that are acceptable to those departments.
  • This position’s key tasks include budget research and analysis, as well as resource forecasts.
  • Monitors workload, special projects, and assignments to ensure that quality and timeliness requirements are followed, and meets with employees on a regular basis to discuss and resolve priorities, workload, resource allocation, technical concerns, and performance evaluations.
  • Respond to requests for information on assigned program areas from a variety of internal and external sources, liaising with stakeholders as needed to provide accurate and timely responses.
  • On all topics relevant to departmental budgetary operations, serve as a liaison between the department and the VP&S Office of Budget. Assist the Departmental Administrator with the finalization of the budget narrative.
  • Income and spending trends are analyzed using a projected budget and budgeted amounts, as well as identifying potential revenue and expenditure management issues.
  • It is responsible for administering the City’s annual budget planning and review process, as well as the development and monitoring of budget standards, rules, and calendars. It also releases the final City budget that has been approved.
  • To ensure that all grant applications for the Agency are properly processed, this division works closely with the Office of Management and Budget (OMB) Office of Finance on a number of operational and budgetary concerns.
  • Completing tasks not specifically included in the job description, but which fall within a broad occupational category and correspond to a responsibility level often associated with the employee’s line of work.

Skills:

  • Having a high level of aptitude and understanding for working with large datasets is essential when deploying integrated software solutions and business intelligence tools.
  • Budget and grant administration expertise is essential for consideration for this job, which requires at least four (4) years of management experience.
  • Excellent organizational and people skills, solid communication and writing abilities, ability to multitask, self-motivated, and team player. Computer/graphics/desktop and Internet software knowledge needed.
  • Accounting, Finance, Economics, Quantitative Analysis, or a similar discipline; Master’s degree from an approved institution or university
  • Expertise in large-scale public sector finance and budget management including project planning, resource allocation, and annual financial reporting.
