The Budget Manager assists with the yearly budget preparation and implementation for the Department. This involves collaborating with assigned stakeholders to prepare yearly budget requests, implementing budget actions in the Department’s financial system, tracking and reporting on budget and expenditures, and other budget-related operations. This role will also assist with the Department’s legislative budget submission, which will include generating budget schedules, drafting decision items, and responding to requests for data and information from external stakeholders, among other things. Finally, within the scope of the job description, this role will be responsible for adopting public sector best practices in all allocated work areas as well as driving the improvement of budget procedures and systems.

Qualifications:

  • Composes a budget; gathers budget data from various departments and develops a proposed budget plan; provides budget advice to other departments.
  • Meets periodically with employees to discuss and address priorities, workload, resource allocation, technical difficulties, quality standards, and services; monitors workload, special projects and assignments, and ensures that quality and timeliness requirements are fulfilled.
  • Establishes and maintains budget development standards, rules, and calendars; publishes the final, authorized City budget; oversees the City’s yearly budget creation and review procedures; and prepares operating, performance, and Capital Improvement Program (CIP) budgets.
  • Support designated divisions by collaborating with OMB and OF on operational and financial concerns and grant processing for the OMB and OF.
  • The investigation of financial challenges, evaluation and analysis of financial data and trends, projections of future resource availability and recommendations for corrective actions are all part of this process.
  • Incumbents are required to work with a department operating team on a short- or long-term assignment, building trust and use analytical criteria to track progress. The ability to set and adhere to deadlines is an absolute need.
  • On all topics relating to departmental budgetary actions, function as a liaison between the department and the VP&S Office of Budget. Assist the Departmental Administrator with the budget narrative.
  • Preparing short and long-term financial predictions and multi-year budget models, as well as identifying possible concerns with budget management and making suggestions for planning modifications, bonding possibilities and budget changes are the responsibilities of this role.
  • Stakeholders should be consulted as required to guarantee prompt responses to inquiries about allocated program areas.

Skills:

  • Accounting, Finance, Economics, Quantitative Analysis, or a similar discipline; Master’s degree from an approved institution or university
  • It is essential that you have a thorough understanding of public finance and budget management principles and best practices such as project-level budgeting and resource allocation.
  • Working with big datasets and using integrated software solutions and business intelligence tools demands a good aptitude for and experience with large datasets.
  • Organizational and interpersonal skills; good communication and writing; the ability to work in a fast-paced environment; and a minimum of three years’ experience in a similar capacity The capacity to handle many tasks at once, as well as the ability to work well with others in a team context; Microsoft Office (Word, PowerPoint, Excel, and Publisher), as well as graphics/desktop and Internet programs, are recommended skills for this position.
  • A minimum of four (4) years of professional management experience in budget and grant preparation/administration is required to be considered for this position.
