Qualifications:

• Provides cost estimates and verifies the accuracy of third-party contractors’ submissions of ratios, volumes, angles, grades, and construction quantities as required by the requirements of the assigned project.
• Compiles data on compliance with grant, permit, and environmental regulations; produces and/or updates various maps using CAD; interprets maps and plats; writes legal descriptions of property.
• Responsible for keeping all documentation and design/drawing files for projects in their designated locations, as well as updating database files as required.
• Reacts quickly to and repairs any problems with equipment. Problem-solving (when necessary). Fixes or replaces things like broken or worn components, motors, and controllers.
• Develops construction specifications and reviews contractor specifications for compliance with established rules and regulations; organizes bid proposals and calculates cost estimates; reviews materials, labor, and equipment costs for accuracy; and provides technical guidance for construction as needed.
• Participates in field and topographical surveys for design assignments and in the design of stake/field layout components for construction projects; gathers, researches, and analyzes a wide variety of engineering and operational data in support of County infrastructure. Checks the roads to see if they need fixing or resurfacing; Performs several spheres of influence while checking construction to ensure adherence to plans and project requirements at all sites.
• Preparing plans, skilled engineering drawings, specifications, details, maps, plats, and other displays for engineering projects; working with engineers and other employees to address the City’s infrastructure needs using GPS, GIS, and CADD software.
• Provides preliminary conclusions on technical compliance issues for a variety of residential and commercial plans, plats, permits, reports, and studies to ensure they are in accordance with local ordinances and industry standards. Conducting reviews and assessments of the planned project’s impact and making recommendations for approval and/or corrective action to address deviations or violations; working with third-party architects and engineers to resolve issues and provide code compliance guidance.
• All of these are common responsibilities for someone in this role. If the task is similar, related, or a logical assignment for this classification, then the absence of precise descriptions of the requirements does not disqualify it. The request and assignment of more work is always possible.
• Assists clients who have requested engineering services by setting up meetings with experts in the field, creating materials for dissemination, drafting explanation letters and mailings, answering questions about the building process, and handling citizen issues and complaints.

Skills:

• Skills in communication, organizing, and human interaction are essential.
• At least three years of experience in surveying, drafting, and other sub-professional civil engineering work; or an equivalent combination of education, training, and experience that offers the knowledge, skills, and abilities necessary for this position.
• All applicants who have been conditionally accepted for a position in the VA that requires a drug test must submit to a urinalysis to screen for illegal drug use before their scheduled start date. Those who do not consent to a drug test will be disqualified from further consideration by the VA.
• A familiarity with computer systems and highway design programs is required. Uses a variety of computer programs, including Autocad Civil D, Trimble, the web, spreadsheets, word processing, State road and bridge software, and others as assigned or instructed.
• A bachelor’s degree in computer science, computer engineering, computer system engineering, or a closely related field of engineering is required for this position.
