When examining issues, the Economist employs a wide range of economic and public policy abilities. Cross-examining company and intervention witnesses is a requirement of the role. Reviewing, assessing, and providing orally and in writing recommendations for the Commission on utility petitions for changes in base rate revenue needs, base revenue distributions, rate design, additional surcharges, and financing arrangements. In addition, the Economist is involved in all aspects of assigned cases, including preparing information requests, interrogating expert witnesses during hearings, producing memoranda and policy suggestions, and authoring parts of orders.

Qualifications:

• Carry out surveys to collect economic data, compare previously given data to current conditions and establish the linkages between key economic elements for well-defined projects, among other things.
• Conduct economic research, evaluate and interpret data, develop benefit estimates, and present findings under the direction of a senior economist.
• Compose and evaluate existing data and do research to locate new data sources for analysis.
• Determines and makes recommendations on timetables and methods for supplying economic and financial data in order to meet specified reporting standards, processes, and procedures; assists in the formulation of budget and economic objectives that are consistent with strategic planning initiatives; and performs other duties as assigned.
• Previous patterns must be studied in order to analyze and predict market behavior.
• Plan the research, organize the implementation, and present the findings depending on issues raised by research sponsors, management, or senior staff.
• Work collaboratively with other economists and senior executives to convey and present economic ideas and quantitative data to non-technical audiences, both verbally and in writing.
• Contribute to analytical research projects on a range of economic policy issues on behalf of public and private sector clients (e.g. market research, surveys, project and impact evaluations, etc.)
• Using mathematical models and statistical approaches, analyze data.
• Contribute to the development of the department’s toolset and products in order to fulfil business demands, including the introduction of new and innovative solutions.

Skills:

• Teaching responsibilities in a college or institution that included both classroom instruction and one of the following: (1) personal research that gave proof of results, (2) supervision of graduate theses in economics, or (3) consulting or advising on technical economics difficulties.
• At least 21 semester hours in economics were necessary, as well as three semester hours in statistics, accounting, or calculus.
• Communication abilities that may be adjusted to a variety of different audiences, including commercial, media/press, academic/technical/political audiences
• Candidate must be self-motivated, willing to learn, and capable of taking on leadership duties in order to be considered for this role.
• It is necessary to consult recent economics academic literature on entrepreneurship, small businesses, employment, and labor market dynamics.
